My assumption was that I could only access the Pi using SSH after booting it. That was my misunderstanding then.

The Pi will have to boot for you to connect with SSH, but you won't need to log in with a keyboard.
I usually set up my Pi Zeros with the Bookworm Lite version of the OS (Zero 2W gets the 64-bit version).
Of course if you have another Pi with a full-size USB socket you can set the card up in that one, then move it to the Zero afterwards.
