Question do is why you would need multiple partitions in the first place.
Could also fit multiple Linux root filesystems as BTRFS subvolumes in a single partition.
And add more later without having to reformat...

And if the boot firmware was adjusted to be able to understand BTRFS as well, we could dump the FAT partition as well...

Ditching the FAT32 boot partition isn't practical.

You'd end up with a choice between dropping support for Pi models based on earlier SoCs than the BCM2711 (they don't have field modifiable first stage bootloaders) and maintaining twice as many OS images (with and without the FAT partition).

Plus adding BTRFS to the bootloader would also mean it needs to be added as a built in to the kernel.

And you'd no longer be able to edit key config files on non Linux computers which would likely break Raspberry Pi Imager (Imager does the first boot customisation by writing a file to the FAT partition).

Of course, I don't speak for RPL so they might do it but I very much doubt it.
