Your difficulties might be explained by a failing Power Supply, or the cables via which it is connected. I think perhaps the network devices might be early victims of insufficient power, even if the rest of the system gives the impression of running correctly.
This was correct!

When we ordered the Pi, we didn't order a power supply. Rather, a power supply shipped with the case which, I might add, was designed specifically for the Pi 4. Looking at the converter, the power out wasn't correct for the Pi 4.

To my dismay, I did find a power supply that had a USB C connector type and the same output required by Pi 4. Unfortunately, I do need this for another device here but used it for testing and.....it worked!

The Pi 4 booted, I saw activity on the ethernet port, and the system came all the way up. Then, I reprogrammed it to boot to SSD, inserted the SSD with Home Assistant, pulled the SD Card, and fired it up again. Within two minutes, I was accessing HA from my mobile again.

So awesome and I can't thank you enough for this guidance.

I've placed an order for an official Power Supply so I can fire this up....for good.

Thanks again for the help! I took many troubleshooting steps on my own but, admittedly, wouldn't have thought to check the power.
