Update: I used Balena Etcher to flash an SD and it worked. No other changes made. I got this exact Pi4B 4GB to boot once, but after I was done with the initial setup - after rebooting it would again offer me to run net install or attempt to boot from USB and would completely ignore the SD card. I really believe EEPROM is corrupt here, so if anyone knows how can it be completely reprogrammed or which chip can be replaced - let me know ![:)]( "Smile")
