Monitor is not connected to system (machine user are not using Desktop). this is singular machine.

Since you're building this for a commercial system, you would also be much better served by using a bit of software that enables you to fully prepare the RasPiOS IMG for use on such a system.
sdm is one tool that many people use, another is pi-gen, but given that you're new to the Pi you would be better served using sdm. It's fully documented and the author is always happy to answer any questions or help you address any issues you encounter.
