I would try flashing a copy of Raspberry Pi OS (Legacy) with desktop to a spare SD card and see if you pi will boot from that, if it still displays the same symptoms then your only option is to replace it.
You will need a screen attached to the pi to see if its booting as you need to set a user and password on first boot , or you can do it when flashing the SD card if you use RPI imager.
