I think what @bzzt_ is doing is fine. Assuming AFSK for an amateur radio application, it's just an audio signal. Presumably there is a filter and later it's FM modulated for transmission. Might need to tweak the timings until the post-filter audio is acceptable. Even modern RF do a lot of shaping here and there to get what they want.
It's just the sort of simplified circuit that hobbyists might try. Why not, I love reading about this kind of experimentation. We're not using PWM to approximate the sine wave nor are we trying to generate the modulated FM waveform.
