Two comments. First, congratulations for posting a detailed description of your problem and images of what you actually built!! I so wish everyone would do this!!
Secondly, it looks to me that your Pico is just sitting on the pin headers in the breadboard, i.e. the pin headers are not soldered. If that is the case then probably you have no connection to the direction pin for the motor that is misbehaving.
