Different pinout == absolutely true, since this is was allows a symmetrical connector, that can be inserted "both" ways.Simply put: Different pinouts on the USB C plug = different voltages.
Different voltages = Not for USB, USB-PD is what brings in the ability to negotiation between source and sink for alternate power modes However, the negotiated voltages come in on the same set of pins.
This is very clearly laid out in the USB specs.
The only thing that gets weird, is that some vendors have decided to use this connector for other applications, resulting in what looks like a USB C port or plug with different voltages. This is just evil.
