My suggestion is to try - for diagnostic and troubleshooting purposes - installing a fresh image of the recommended and supported Raspberry Pi Operating System - RasPiOS. Ref: https://www.raspberrypi.com/software/
That will tell you whether your RPi[5] board and the tools you are using to install an Operating System are all working.
If they are all working - as I expect - then you can turn your attention to debugging the installation of a 3rd-party OS supported by others.
