Copy and paste the file.
sudo apt install pathtofile
For instance:
sudo apt install /media/craig/93ecb271-df98-4fa0-80b7-c8c68755cb101/Deb_Files/bleachbit_4.6.2-0_all_debian12.deb
Also make sure nothing else is using dpkg like packagekit.
