All that does is ensure that sshd is started by systemctl at every boot time. You can do that manually if you logon (or are automatically logged in) to a system console.(If you use Raspberry Pi Imager I believe there is an option to pre-enable SSH and pre-include an authorized_keys file, but only for the first user.)
