2A. No, if you do a successful dd then it is an exact copy including the partition table
2B. Yes you can and should but not while having booted from either of them. /dev/sdc1 = 249806848 1k blocks, /dev/sda(1,2) = 245929102 1k blocks so /dev/sda should fit on /dev/sdc I believe
Option 1 sounds very complicated to me but to start off 'dpkg -l | grep ii' should give you everything that is installed.
