I've identified the problem. It's X11.
I've switched to Wayland and it doesn't happen.
I don't want to keep using Wayland though as it breaks some of my apps, so I'll keep rooting around for a solution.
Chromium loads instantaneously on both X11 and Wayland.
Arduino IDE 1.8 also loads very quickly in both.
So I don't think it's the drive.
