I think you are not an idiot. It is quite valid to connect an GPIO input to an output. The question is, why? Normally, you would connect the input via a link to 3V3 or 0V. It is preferable to use a pull-up resistor, normally the internal one, and link the pin to 0V to read low. This way you can read the presence or absence of a link, thus the required configuration.
