Average proficiency is I can usually do a good job if the board and components are good quality, eg, the board has that lacquer coating that protects the traces and melts away when you solder; components come properly tinned ex factory etc. Other times no matter how much I clean, how much I flux, how much I heat what I end up with is a trash job. I was more concerned with how small the header pins and solder pads are. I do own a nice temp controlled iron with a fine tip, and I have done tasks like re-capping an LCD monitor with popped caps before but I don't think I've done anything so fine before as to what the Pico appears to be.
Usually by comparing what others are charging for the same service or product, but in this case there are no others offering these pre-soldered here. Given the replies by MikeDB and yourself B.Goode it sounds like it's a fair price to ask for the pre-soldered version.
