I suspect you have plugged the 40 pin cable in backwards, or attached some hardware to the GPIO incorrectly.
Disconnect everything from the Pi 5. Remove the SD card. Connect HDMI to a monitor and apply power. You should get a diagnostic page which might help. You can also look up the LED flashing code and see what it is telling you.
