Assuming you mean a "Raspberry Pi OS" image (based on Debian, but it's not the same thing as a Debian image), here are a couple of official tools that do it:How is a debian image for raspberry pi 5 8g & 5 16g made? Is it possible for me to make or built my own and how do I do it?

There is no difference in image based on memory size. As an alternative to creating an image, a good option can be to start with the official Raspberry Pi OS Lite image, then install any additional packages you need. Starting from one of the official images (either Lite or the standard desktop image) may make support a bit easier, as you're dealing with the same baseline as everyone else. If you build a custom image that's significantly different, it may be difficult for others to give good advice.
