The PoE and PoE+ HATs product briefs both now say they should be the sole power source.When I asked about dual powering for the 3B+ I was told that it was safe to have the PoE HAT connected while using USB power, and USB power could remain connected while powered by the PoE HAT
Does that mean Ethernet without PoE can't be used with a PoE HAT by powering via USB ? That to me wouldn't be "additional power", and I am not sure if that "should" is meant to be a "must".When the Raspberry Pi PoE HAT is connected to your Raspberry Pi, your Raspberry Pi should only be powered through the ethernet cable. Do not use any additional method to power the Raspberry Pi
How would one have a backup supply for when PoE goes down ?
